INCENTIVE: Get the rest of Rogue One safely off of Scarif. Save them and I will do what you ask of me. Cassian doesn't trust himself or them enough to ask for anything more, and doesn't believe he's the person to make those kind of decisions. He would negotiate to have the lives of the Rogue One volunteers spared, and the crew relocated off of Scarif and away from the battle. If the representatives agreed to that, he would go along without asking for more. At his canon point, his thoughts are in the moment, not on the future.
FIT: I am not going to side step this, Cassian is paranoid, and he will suspect the worst of Eudio's representatives and motives. However, he also knows what was about to happen on Scarif, and he's aware that with his life, he has little to lose. He will definitely try to dig at, into and through Eudio to try and find their motives and just how honest they are/what the energy is really being used for and how that works. But he is also dedicated and focused, with a very goal-oriented and unshakable drive. The moment he arrives in Eudio, his primary objectives will be to fill his quota and find answers, and he will work at both with the same tenacity. He may have strong doubts about the legitimacy of their promises, but as long as there is even a remote chance they are telling the truth he will push hard to meet his end of the bargain and see it fulfilled.
CONSENT: Cassian has never and would never break consent in any sexual situation. He has committed many morally questionable acts in the name of the Rebellion and the war, but those acts were necessary for the future he wanted to help create. He will never see those acts as good deeds, or view himself as a good man, but he did what was necessary because he was one of the few who could. His entire life was the rebellion. He had been a part of fighting in it since he was 6. He would do anything, without hesitation, to accomplish what is necessary.

Cassian would never go against someone's consent. This would apply in Eudio as well, especially in seeing through his new mission and reaching his quota. Even if consent was ever questionably something he would forgo, the risk of being removed from Eudio without finishing the deal would not allow him to risk it.

I would like Cassian to get a permit to keep his Blaster (BlasTech A280-CFE blaster) for personal reasons (the sake of his comfort and sanity mostly) and not for actual use. I would also love to get him a job with the Eudio Police, as I think the opportunity is one he would go for to keep a closer eye on what goes on, as well as to keep his mind busy and try to avoid the crimes of his past creeping up on him.
